Experience
During my last fifteen years before retirement, I served as an elected Executive Council member of the Telecommunication Workers Union and the final six of those as National President.
I have extensive experience working with elected groups that served large, diverse constituencies. I have been a Board Member for a Real Estate corporation that has extensive holdings across Canada, as well as a Trustee of a major defined benefit Pension Plan.
I was a leader in all of those boards and executive committees and worked hard at collaborative decision making. I was and still am a champion of consensus decision making.
That seventeen years of experience combined with my eight years on Council and six years on the Regional District Board put me in a solid position to provide positive leadership to Council and the Community.

In my 40 years in Powell River I have served the community through various organizations - School District Parent Advisory Council, Canadian Power and Sail Squardron, Westview Flying Club, Powell River Community Foundation, Junior Forest Wardens and Powell River Track and Field Club. All of which was very rewarding.
I have been active in the Rotary Club of Powell River for over 2 decades, and served as District Governor of Rotary District 5040 after 14 years of involvment, including as a Leadership and Governance trainer for incoming club presidents.
For 25 years I worked for the Federal Government. As a Canada Customs Inspector searching deep sea freighters for contraban I was required to know and understand over 100 pieces of federal and provincial legislation.
Collaborative leadership needs to include all voices at the table.
My Focus is building relationships and good governance because progress moves at the pace of trust.

Palm, Jim
For Mayor
Powell River has been my home since 1984. For forty years, I worked with local students as a teacher, counsellor and advocate for career education. I have also been honoured to serve five terms on City Council.
I am running for mayor because our community needs practical leadership and a City Hall that listens. The mill closure changed our economy and tax base. Residents and businesses are carrying repeated increases, while confidence in public services and public spaces has been strained.
My priorities are clear: make affordability a test for every major decision; rebuild a strong and diverse tax base; make Powell River easier to invest in; restore safe, clean public spaces through coordinated help, clear standards and consistent enforcement; and give residents meaningful ways to be heard before decisions are made.
I believe experience matters, but so does judgment. We need to protect essential services, respect the people who pay the bills, and work openly with residents, local businesses, Tla’amin Nation and community partners.

Southcott, Rob
For Mayor
My life has been about community. I grew up in Cranberry. Dad was a Pulp Mill department manager; Mom was a chiropractor. My grandparents immigrated to BC from England, Ireland, Wales, and Eastern Canada. My English grandfather built Townsite homes here for 30 years. I’m married to multitalented artist, Janet.
I lived in an intentional community in the Cariboo for 16 years during my early adulthood; working together. After 12 years working in Vancouver, I returned to Powell River in 2006. I’ve served on boards, and with community groups, from sustainability, health care, emergency planning, and housing, to minor hockey, and land conservation.
My first career was in small business, electronics service. Work with a youth summer wilderness program, and wilderness first aid led me to BC Ambulance.
As a Paramedic, I spent 12 years in downtown Vancouver where I worked daily with mental health, addictions, and homelessness. Returning here I spent the balance of my 32-year Ambulance career as Station Chief.
From my parents’ example of a strong work ethic, and intentional community, to three terms as a city councillor, I feel prepared for my main ambition, which is for our community to work together, and thrive.
