City launching consultation process regarding cannabis regulations

Legalization of recreational cannabis in Canada later this year leaves many questions for regulators, including at the municipal level.
To help bring some clarity to the issue, the City of Powell River is organizing a series of public meetings to outline the ramifications that legalization will have nationally, provincially and locally.
Sara Dubinsky, a local government lawyer with Lidstone and Company, will give a presentation on the legalization of recreational cannabis at a public meeting on Wednesday, May 9th, at 7 pm, at the Evergreen Theatre. In addition to covering federal and provincial authority, Dubinsky will be outlining local government authority and options for regulation. These include:

  • Council approval of each application after public consultation
  • Zoning – prohibit or limit number and/or location of outlets
  • Hours of operation, security
  • Public consumption
  • Business licences
  • Public consultation process

There will be follow-up public meetings on Wednesday, May 16th, at 7 pm at the Max Cameron Theatre and Tuesday, May 22nd, at 7 pm at the Italian Community Club Hall. In addition to formal presentations, there will be opportunity for a question and answer period at each of the meetings.
Cannabis will be legal for recreational use in the Summer or Fall of 2018. Legalization will mean that all adults 19 years of age and older will be able to purchase cannabis for their own use. The exact date of legalization has not yet been determined by the federal government.
Local governments, such as the City of Powell River, are responsible for the regulation of some aspects of cannabis legalization, including land-use zoning, business licensing, and where cannabis can be consumed. Mayor and Council will have a veto power on all retail licence applications submitted to the provincial government for operations in Powell River. The City’s goal is to have regulations in place in the near future.
In addition to the public meetings, the City will be distributing a questionnaire, both online and in hard copy, to solicit public opinion into the legalization of cannabis in the City of Powell River. Information on the legalization of cannabis will be updated regularly on the City’s website, at:
