Highlights from July 5, 2018 City of Powell River Council Meeting
The following summary is provided in accordance with Council’s Strategic Priorities and is in keeping with the City’s commitment to the principles of openness, transparency and accountability.
Mayor Dave Formosa proclaimed August 12 to 18, 2018 as Pride Week in Powell River.
Proposal for Road Naming
Council voted that Eagle Ridge Place be adopted as the name for the new road created by recent development at Nootka Street, between Ontario Avenue and Orca Place.
Volleyball Courts
City of Powell River Youth Council recommended the location of the “Willingdon South gravel area” as the preferred location for proper volleyball courts. The Youth Council further recommended that City Council direct staff to remove all of the gravel, and plant grass through the area for the purpose of creating a multi-sport recreation field for numerous activities, including beach volleyball, with sand base within the new grass area; and that City staff be directed to install electrical outlets in the area to expand the possibilities for use of this site as a community gathering and recreation space. Council voted to defer a decision pending receiving a report from staff.
Development Permit 222 – Development Permit Variance Permit 212 – Aero Powell River Services Ltd.
Council voted that Development Variance Permit 212 to vary City of Powell River Zoning Bylaw 2100, 2006, by relaxing the rear setback requirement from 9.0 to 3.0 metres to facilitate the development of a 10-bay covered equipment storage building on the property located at 7327 Duncan Street, be considered for issuance after the completion of the notification period; and that Development Permit 222 to facilitate the development of a 10-bay covered equipment storage building on the property at 7327 Duncan Street be issued subject to the following conditions:
  1. Submission of a landscape plan to the satisfaction of the Director of Planning Services that addresses the areas of concern highlighted in this staff report.
  2. Receipt of the associated security deposit for the required landscaping to the satisfaction of the Director of Planning Services.
2018 Pavement Program – Award of Contract
Council voted that in regard to Contract Tender No. 2320-20-2156, 2019 Pavement Program, the contract is awarded to BA Blacktop Ltd. in accordance with their tender bid dated June 15, 2018 in the amount of $426,961.70 plus GST.
City of Powell River Election and Assent Voting Bylaw
This is a bylaw to provide for the use of an automated voting system and establish various procedures for the conduct of local government elections and assent voting. Council voted that City of Powell River Election and Assent Voting Bylaw 2517, 2018 be adopted.
Social Action Planning Advisory Committee (SAPAC)
Councillors Maggie Hathaway and CaroleAnn Leishman were named City of Powell River representatives to the SAPAC, which is a committee comprised of representatives from the City, from the Powell River Regional District and Tla’amin Nation, to consider social planning issues.
South/Westview Harbour Rates Regulation Bylaw
Council voted that the South/Westview Harbour Rates and Regulations Bylaw 2522, 2018 be read a first, second and third time and be considered for adoption. The purpose of the bylaw is to update harbour rates and regulations and to increase moorage and electrical rates. The moorage rates at the South/Westview Harbour were last adjusted in 2015.
